Why does GTAIV (a violent game) take place in the safest big city in the US?

Grand Theft Auto IV is supposed to be a violent and controversial game. However, New York City happens to be the safest big city in America, and has a crime rate lower than the national average. Just check the crime stats here:

I live in NYC, and it's very safe in Manhattan. So it's just ironic how GTAIV is going to be an ultra-violent game in a truly safe, nice city in real life. I don't understand why outsiders have this perception that NYC is crime-ridden city with rude people, because it's just the opposite of that.

Please, know that Brooklyn is a part of NYC, not a town "around" it.

Most people walking around are rude? Oh please. Have you even been here? NYC is the most polite city in the world, according to a study conducted in a  newspaper which I cannot provide a link to. I live here, and people are every bit as nice as other communities in the rest of the world.

I find that a little hard to believe, although with your username.... you might be biased.

And no I haven't been to NYC and neither have you been to all the cities in the world to verify this.

It's a game.  That's like saying why is 24 the show depict so many terriost plots succeding in the US when that is far from the truth (ie, the nuke going off the first episode of the new season). 

Well that because it's fiction, not based on reality, just like almost all games.
