Why is Silent Hill Homecoming so underrated?

I am in Chapter 3 of Silent Hill Homecoming, and it's a really good survival horror game. IMO, it deserved at least an 8.5. It's creepy with really good atmosphere and just plain fun. The story seems good too. So why is it so underrated?

It's an excellent Silent Hill game, but it did have a few issues. Graphics could be a bit sketchy and the sound was inconsistent.

The story in and of itself was great, but it caused a whole lot of confusion in regards to continuity.

It also could have been a tad longer.

Overall, I'd say it should have been a 8.9-9.0. And 8.5 isn't too much of an injustice.
