Crystal Dynamics crippled themselves with this move because they thought they's be going head to head with Uncharted 4 last holiday, but instead they released only on xbox one and 360 to no competition in that genre. They would have won big if they also released on PS4 the same time.
There's no way this game is going to do well on PS4 now. After a huge current gen game like UC4 hits PS4 mid year the demand and appeal of Rise of the Tomb Raider, a cross gen game in the same genre a year old, will be all but invisible to buyers this holiday.
I understand the move they originally made and it's reasonable, but since it didn't work out like they expected they instead have missed out on the huge sales they would have gotten from PS4 fans in a period where no other big action adventure games were available. After UC4, demand for ROTTR will be slim to none on PS4...still I expect it to do better than it did on xbox one, but that's not saying much.
