Ico development 1997-1998 to september 24, 2001
Shadow of the Colossus began development with 35 people in 2002 and was released in october 18, 2005. with approximately a third of the game cut from lack of time. cut content larger map, 8 more colissi, Dormin's temple unfinished, a dam. some of the cut content can be accessed by hacking easy to find online.
The Last Guardian "2006 It's reported that Team Ico was just experimenting with new ideas in this time period, like deciding between a PSP and PS3 project, etc".
"February 2007 - Team Ico suggests that its new game was in the early phases of design"

the last guardian has probably been in development for about 7 and a half year.

They have likely invested tens of millions in the game (IIRC, Fumito Ueda was given essentially a blank cheque during the original development cycle, which is why he decided to restart the entire project after it's first showing) and don't want to admit it's not going to work out. Denial can affect businesses as well.
I have a funny feeling it will be a surprise announcement at E3 with Sony sort of poking fun at it's expense before announcing a fall or early 2016 release. It'd be a funny way to end the show.

my math might be off do to constantly changing currency, i'm using a article from july 2012 and other variables. in 2012 sony japan paid a average of $116,253 to they employee's so if team ico has about 50 people working for them? and if the game been in development for 7.5 years the cost so far might be around $43,594,875. does this sound realistic to anyone i honestly dont know?

A game's budget includes a lot more things than merely wages/salaries.
i don't know how to calculate the utility and potentially 50% of the budget is spent on advertising so it could double in cost. i'm probably missing more stuff. it wasn't meant to be 100% accurate just a rough estimate
Yes of course Sony will have this game at E3, meanwhile Nintendo will show F-Zero for WiiU, Microsoft will show Silent Hills and Valve will show Half Life 3, and at the end of each conference they will also show Shenmue 3.
It will show up alongside Beyond Good and Evil 2

I thought there was a legitimate belief that Nintendo is making a new Star Fox. Am I mistaken?

The Last Guardian PS4 has been in development for about 2.5 years. Japan Studio went through a complete restructuring in late 2012 when Allan Becker became head of the studio after previously being head of Sony Santa Monica. Around that time The Last Guardian was most likely rebooted as a PS4 game.
No, Japan Studio has not been working on TLG for 7+ years, outside of a small pre-production team led by Ueda, or the studio would have been closed down. This isn't a case like Bioshock Infinite where the game was in full production for years and they had no chance of making a profit.
2016 should be when it releases, so E3 2015 is plausible.

Either way, it's a shit-ton of money to throw away on something that has zip to show for it.
It's entirely possible they have already sunk over $100 million into the project (I still believe that development started right after SOTC's release, I could swear I remember an article with an interview with Ueda stating as such, making this a ten year game) and is exactly the reason why the studio wasn't shut down and the dream is being left alive. No company would want to waste that kind of dough.
I hope so. And not in the "yay, it's finally here" kinda way, but just so I know these guys are still doing something, because they went a full gen releasing ****-all.
