It's not cgi. The ps3 has decent visual prowess. It is something that could be reproducted on the 360, as the 360s gpu is superior.

You fanboys understand that it isn't really the power of the "cell" that's giving you these nice screenshots, but the Nvidia chip handling the gfx, right?

The look of the HUD and visuals are clearly superior than DiRT and PGR3--I don't really have to play it to make that analysis. PGR3 comes very close, though. PGR3 is one of my favorite racers--and the PGR series as a whole is really great. I don't think DiRT would be a valid comparisons since they are different games.
