i think it would be very interesting to see what exactly is going on over all the years between fallout 2 and 3. I know its all the way on the other side of the US. However they could make it that you take one of thes plane things the enclave uses to get there. It would also be interesting to see many of the old places from fallout 1 and 2 in 3d. i cant realy think of a reason why they would send you there maybe the brotherhood of steal wants to meat up to discuss the enclave, but iam sure they would think of something. it would also add a lot of quests and a lot of game play hours
would you like to see a "return to vault 13" as an expanshion to fallo
