Can a PS4 Pro use Adobe Illustrator? Can a PS4 Pro use Logic Pro? Can a PS4 be used to do presentations or research? No it can't. That's why a PC is more expensive. It can do 100x the amount of things a PS4/Pro can. That's why only idiots build a PC to match console specs.
If you build a PC solely for gaming then I hope to God you're willing to drop more than 400$. If not, go to console gaming. Their prices are more geared towards you.

Scorpio has been announced during E3 2016. MS hasn't released Scorpio to the general public.

Scorpio was already annonuced, the Pro is already outdated before it comes out as it's in the "low-mid tier" PC range and is outclassed by the scorpio which will be Low-high end" PC range.
XB1 has recore (just released 2 days ago), Gears 4, and Dead rising 4 all coming this year. PS4 Pro has maybe TLG if it doesn't get delayed again (just got delayed from October to December last week) Not to mention PS4 has had 1 big exclusive all year in UC4 and nothing at all planned for this year
Not to mention the cheap XB1S priced same as the PS4 slim at 299, is the only console to stream 4k and play 4k blu rays. Of course the pro will outpower it easily coming 3 years later.

KOF XV a great game? GTFO lol. Nobody plays it. People are playing SF V, Killer Instinct or even Mortal Kombat X over that game. It's a decent fighter but sure as hell ain't a great game.
