Not entirely sure what to expect but it sounds cool.

from http://www.playthree.net/2008/04/cvg-gta-iv-xbox-dlc-will-be-bigger-than.html

CVG: GTA IV Xbox DLC will be bigger than San Andreas

Massive new city on the cards for Xbox 360

Future Publishing have just released their CVG GTA IV special. The whole magazine is dedicated to the biggest videogame franchise of the 21st Century. What stands out is their blatant lust for the Xbox 360 version over the PlayStation 3 version. Why? Because of the Downloadable Content of course. CVG compares the Xbox 360 exclusive DLC to the Vice City & San Andreas games in space and scope, and claims the DLC will feature a brand new city.

I've included the whole quote here so the comments can be viewed in their full context.

"Of course, to call games as vastly ambitious as Vice City or San Andreas mere 'expansion packs' seems childish, but nevertheless, the downloadable content (DLC) coming for the Xbox 360 version of IV has repositioned those games in just this way. DLC so far has meant the odd new car, jumper of bit of horse armour, but GTA IV is set to completely redefine the idea with expansions that are to GTA IV what Vice City or San Andreas were GTA III. Yes, Rockstar is clearly hinting at new downloadable cities; and the chances of them being London, Vice City or SA again are slim to none. So that's new as in brand new. GTA IV's Liberty City is the beginning. Think about that and be excited."

The content is probaly jsut going to Be Missions and such, not Entirely new areas. While I would love to see new areas, that would be too big of a download.

Shivering Isles shows big game expansions are possible on the Xbox 360 as DLC.

Thats it, I am struggling to get this on the PS3 now, I am seriously considering the 360 version incase this rumour is true.

If Rockstar wanted to redefine what DLC should be, then this is the perfect time to do it. I believe the 360 version was finished before the PS3 version. Maybe they used that extra time and 6 months to follow to create these new areas. I think it would be terrible if someone who owned both the 360 and PS3 to buy the PS3 version thinking that the DLC will just be extra cars and a few new missions and then finding out the DLC is entirely new city (London, Vice City, San Andreas, etc) Microsoft and Rockstar needs to provide more information about this.

I saw an offical quote from a dev that they are random missions. Now he did say there was more to it but he gave an example of a random character coming up to you and asking you to do X. X could be killing his wife or whatever but that's how it was explained.

They said nothing about it being an entirely new city. They did say it was 10 hrs long each download......which why in the world would you create a whole new city and only have 10 hrs of playable material? Something does not add up with that line of thinking.

According to CVG's recent GTA IV Collector's Edition magazine, the Xbox 360's downloadable content could be even bigger than anyone has made it out to be. It could be a whole new city.

Of course, to call games as vastly ambitious as Vice City or San Andreas mere 'expansion packs' seems childish, but nevertheless, the downloadable content (DLC) coming for the Xbox 360 version of IV has repositioned those games in just this way. DLC so far has meant the odd new car, jumper of bit of horse armour...
CVG continued:
...but GTA IV is set to completely redefine the idea with expansions that are to GTA IV what Vice City or San Andreas were GTA III. Yes, Rockstar is clearly hinting at new downloadable cities; and the chances of them being London, Vice City or SA again are slim to none. So that's new as in brand new. GTA IV's Liberty City is the beginning. Think about that and be excited.
The only problem we see with this scenario is that new cities can't just be generated with the flip of a switch. They require meticulous, intelligent design so they stream appropriately, and a ton of playtesting to sort the bugs. So while it's certainly not impossible for Rockstar to cook up more cities for GTA IV's expansion packs, it's a difficult enough proposition that this rumor comes off as a bit tough to swallow (though, hey, we sure do hope that it's true).

Kotaku

I'd also like to point out that R* went multiplatform in a bad to make use of a much larger user base. By making a city specifically to cater to one platform would be completely contradictory to why GTAIV is on the Xbox 360 in the first place.

ReverseCycology

That is totally opinion based. Overall this content means nothing to the majority of people.

They just did research and most people don't even finish games (we are talking about 10-15 hr games). GTA4 is supposed to be huge in length and that means people are not going to pay for content that isn't going to get used.

No doubt hardcore people who play for 100's of hours a month will enjoy the 10 hours of gameplay for whatever price they pay but overall the majority of gamers will not need or get this DLC.

Not only would they exclude an entire platform, but they would exclude about half of the people who buy it for 360 as only that many have XBL (about 10 million accounts, silver included, and side accounts included)

I can imagine you would also need a hard drive for the DLC if it's that big, so that would exclude all those chumps who bought the Arcade bundle.

This statement would be true if it wasnt for the large $$$$ donation microsoft made for the content. Dont think about it as $$ for an exclusive, think about it as microsfot paying them to make this just for their console... or buying out son'ys part of it, if you will... Ahh $$ is there anythign you can't do?

It wouldnt be that big, they would be reusing a lot of the game's assets so they wouldnt have to have all textures and stuff like that in the download.

Riiiight... A decently sized expansion of the map is more like what I'm expecting, not an entirely new city like London, that's just not gonna happen.

I wouldn't hold that against cows forever. It is rumored(just rumored and probably fake) that sony gets its own exclusive dlc. I was reading the gametrailers review of the game(10/10) and it looks like your content of the future is 10hrs of random people coming up to you asking for help while on the streets. It adds more to the game but sony fans arent missing out on much...

It would be cool if it was strictly a bunch of weapons/cars/online modes

God, I'm sick of the 360 fanboys going on about the DLC, 10 hours? Confirmed? Yes. By who? Microsoft. Of course they are going to say it's 10 hours, they don't want to make it seem bad, have you ever bought a game with a time printed on it, I have, and it's never as long as it says on the box. And no I'm not a cow but I just hate when 360 fans hype something up to be bigger than Jesus, then when it comes out it's not exactly what it said on the tin so all the other fanboys jump on it and laugh in their faces then the 360 fans find something to laugh about at cows for and it just ends up in one big mess....
