The GameCube got skipped over in a lot of games' development for the same reason, installed base. People own far more PS2s than GameCubes. Konami, like other companies, is in the business of making games to make money. Thus, they develop their games for the system that has the greatest potential to sell the most copies. Sometimes, that choice is the GameCube, but that is dependent on the user base that the system has.
The only other reason that a game might go on a console that isn't the platform it would sell the best on is contract negotiations. Tales of Symphonia was the only game in its series on the GameCube because of Nintendo offering Namco a large amount of money to develop for it. In retrospect, the game sold more copies in its PS2 iteration, despite being released 1 year later.
Things may change with the Wii. The Wii will most assuredly change the percentage installed base. It may or may not be the new leader, but far more people will have have a Wii than had a GameCube. Perhaps with this change, Castlevania will be on the Wii. At the moment, no one knows but IGA and he's dropping hints that the next console Castlevania will be either PS3 or 360, not Wii.
