Well it's obviously between Zhou Tai and Ma Chao... I'ma say Zhou Tai, because Ma Chao's charge attack on the horse makes you stop if you're running, and that annoys the heck outta me (because I play around with the strikes on the horse when I'm doing a long run across the map).
If you see it another way everybody is strong on a horse.. You can even run them dead :P.. Thats what i do on Battle of Chi Bi its so big at the end when your almost at Cao Cao i will walk the rest dead with my horse thats funny :p..
In the game?????? Zhou Tai all the way. Ive actually done an intire battle with him on horse back. He is one of only 2 characters that actually become stronger when on their steed. You can clear a field and rack up those ko's in no time.
It's a tie between Ma Chao and Zhou Tai because, like C-Ghost said, Ma Chao's charge is stronger but forces you to stop moving, whereas Zhou Tai can move while charging. They're each good for different playing styles.

He's pretty good on the horse, but when some motha****a makes me step off my steed (or worse KNOCK ME OFF!), I put them through the razor sharp blades of Iaijutsu Hell!
Translation: He's good on the horse, but those Peons REALLY do not want him off that horse, that's when he causes utter devastation.

For real, don't mod your fellow kin, reserve your powers for when idiots come in here. And you know what would be funny... if you mod the mod that modded me (Goose) if he ever posts again, lol.
Of course I say Ma Chao, but not just because he's Ma Chao. While Zhou Tai's horse charge may be faster on the recovery and wont stop the horse, I find it's range to be lacking as it never hits more than one or two people. I typically never even bother using it. Ma Chao's charge, on the other hand, while it may be a bit slow to recover from (though this has never been an issue for me) and it stops the horse, it also has excellent range, 360 degree coverage, and inflicts at least as much damage as Zhou Tai's though it likely does more damage. Besides, I never just ride around in circle or anything when using Ma Chao. I just pull up along-side those I am attacking, and whale away. They may try to jump up and hit me, but about 90% of them will get a sharp lesson in pain from his spear anyway. Then, I use the charge attack to finish them off. If I'm just rushing past some peons then the regular attacks suffice. Plus, his fifth spear has +20 horse built into it!!
....... Having said all that, Zhou Tai is the only other person who can fight on horseback with little trouble. And Ma Chao's charge attack would stun enemies in DW4, but not anymore in DW5. This means Ma Chao is no longer compleatly invincible on a horse like he was in DW4 ........... curses!!
