There is three captains that are already set in the wanted list. or I should say since Naruto have a term called Bingo book or whatever. I should say in the Gotei 13 Union, Rouge Wanted Killers Book.

The seven bounty hunters can only be Lts and below. No Captains. Captains can be only Rouge Wanted Killers.

And Lts and below can also be Rouge Wanted Killers.

Sounds like fun.
