Downloads at the end of the post. My editor needs the .NET framework v4 installed before it will run. If it crashes before opening, make sure you have that installed.
Step 1 - Get your GoW save to your PC. Most easily accomplished by backing it up to a USB stick. Make a backup copy of this, as my tool doesn't. Changes are permanent.
Step 2 - Decrypt your GoW save. Run the Bruteforce Save Data tool, type in the path to your saves (probably (USBDrive):\PS3\Savedata), select the GoW save, and click "Decrypt PFD", "Decrypt All Files".
Step 3 - Run my editor. Type in the path to one of the data.bin files, or browse for one. Data00.bin is save slot 1, Data03 is save slot 4, Master.bin contains unlock info for VH / treasures. Click Open after typing/browsing. Make your desired changes. Click Save when satisfied and you can close the editor.
Step 4 - Back to the Bruteforce Save Data tool. Click "Encrypt PFD", "Encrypt Decrypted Files".
Step 5 - Copy the save back to the PS3.

Notes:
If a value turns red, that means it is outside of expected bounds. Some will work anyway, some will crash the game. Let me know of any unexpected behaviour and I'll try to resolve it.
Once again, backup your saves before editing them.
