They're both really just ways to keep both guys on tv while both don't have much to do.
Chris Masters has to be there every week doing the challenge so he can get his name out there and get some early decisive victories so people won't think he's nothing but a jobber.
I think with Angle, it was done with consideration for his neck. A quick jobber match means he's still out there but with less of a chance of getting hurt. Plus the angle invitational can always be used to forward whatever angle he's in.
I've got a feeling the Masterlock challenge will never be broken, after a while it will just be forgotten when Masters gets his inevitable push. Its just a way to keep Masters in public eye while he improves and make him seem like a big deal, until he's ready to move up the card.

Right now, I think it will be used to start a feud with Shelton at some point. Otherwise, it'll be used to get a new guy a hell of a rub to start him off.

i think when show is sitting down masters will hit him with a chair or something
