Even if Shelton goes longer than him. Why you ask? Quite simply Orton defended his title once a week or once every 2 weeks. Shelton defends it once every 2 weeks or once every 3 weeks. So Randy will have a more active, longer reign than Shelton.
Shelton Benjamin gives it 100 times more than Randy did during his defenses. You are wrong about the duration period between each defence because Evolution got in the way at times with Orton and he was just carrying the belt for weeks on without defending it. Anyways Shelton will beat Ortons reign because he has almost held the title for just under 9 months now. Oh and the best Orton defence was at last years Backlash against Cactus Jack. There was no need to put the title on the line because Foley didn't intend to stay in the WWE as an active wrestler which kinda spoiled the match...
Did you see the same title reign that I did? Orton barely ever defended the title throughout his reign, that was my major problem when they started to put over his lengthy run. Here, why don't I give you a summary of Orton's title defenses:

Nope, he only defended against RVD once. Technically, he faced Foley twice. He faced Benjamin once for the title, Jericho once, and Edge once. Orton's reign coincided with his feud with Foley, so the title was put on the backburner. He had a few non-title matches.
Benjamin's reign hasn't been terrific, especially recently, with him looking more interested in the World Title, but a good feud with Hassan could be a welcome addition to the midcard and help elevate both men along with the importance of the IC title.
Benjamin is a way better IC than randy was IMO and i can see him beating randys recorded plus benjamin is a amazing athlete. But im not taking anything away from randy he is a amazing wrestler as well and will make a gd champ in the future

Wasn't the wwe's history botched anyways? I heard he was the longest reigning ic champ in 7 years but they were one year off because of the rock's reign.
