Definately. Its only NOT rated teen because of the sexuality. In Germany, which is a lot stricter concerning violence but much less strict concerning sex, the game is labed 12+. So the game can't be too gory for a 13 year old. If you are worried about the sex now: You don't get to see anything. Sexscenes, if you even want to call them as such, consist of a black screen and in the background two people talk like having sex. Its more funny and silly than sexy though, so there is no reason why this would stop you from playing it. Maybe the huys who rated it were shocked that you can marry men (you play a man), but you don't have to and you don't get a reward for it that you wouldn't get when marying a woman instead, so if you can't laugh about gay marriage in a videogame you simply leave it out.
The game is definately not harmfull for a 13 year old.

I disagree completely. If you LOVED Fable then for sure its worth the $15-20 to but TLC. I Played through Fable 2 or 3 times and I'm on my 2nd time through TLC. I think its a great game. TLC adds hours of gameplay, which is the only thing Fable was missing.
