GOTY version adds the Tribunal and Bloodmoon Expansion Packs that were on the PC. It adds lots of new areas, weapons, and quests.
But is it worth a purchase? I guess so, but to get to the new stuff you'll have to trek through all that old stuff you've already been through.
And where is that Pegas Horse Ranch, what city is it in? You can get horses in Morrowind right, not GOTY version, you can ride horses in the origanal Morrowind versions right?

Lots are added and you can continue your morrowind save, so you don't need to re-do loads.

What Plasmabeam said, except that you don't have to start over. You can just play on, just that now you can go (or rather teleport) to Mournhold city, which is huge, and take the ship to the new island, which is huge too.
I'd say its definately worth it.
