Yes, windows PC.Whats your point? It is not exclusive to the Xbox 360 system. Meaning you can get the same game on a different system. Therefore it is not exclusive to the Xbox 360. If the Xbox 360 is the only system which you can play the game on then it is exclusive.PC is not a "system" or "console" it is a PC. therefore it is exclusive to the Xbox 360 Console.

Bioshock is not a 360 exclusive. Is it only available on the Xbox 360? No.
Do I need an Xbox 360 to play it? No.
Do I even need to know the existence of an Xbox 360 to play Bioshock? No.
So, why call it exclusive? Really, look up the word exclusive in the dictionary. I'm sure you will find out you were wrong.
