My last 20 gb 360 succumbed to the RROD recently (was bought in 4/2007) and now that I'm looking to buy a new one I was wondering if anything other than the hard drive has changed in the 60 gb. Is it any more reliable? Any quieter? Thanks for your feedback.

Hopefully you noticed 40gb, not 20gb. :? I still say go with the Arcade version and slap your old HDD on it. That's what I'm doing when I get the chance. Unless you absolutely need an additional 40gb of space.
