If a game has achievements for multiple difficulties, do you recieve them all if you just beat the game on the hardest setting?

That depends entirely on the developer and if they programmed the achievements to work like that. But in every game I've played you get all the lower difficulty achievements when you play through on the hardest.

I know gears of war does. Guitar hero doesn't though, which is annoying cause if you play on hard or expert you have to suffer through hours of boredom if you want to get the achievements for easy or medium.

I forgot about GH3. That game does make you play through on all difficulties if you want the achievements. Blame Neversoft and their stupidity.

Yeah you normally do. The only game that I can think of where you don't is Medal of Honor Airborne.

Kung Fu Panda doesn't either, but if you've got that then you probably have kids och someone who can play on the easier difficulty.

Like already said, it depends on the game. The only game I own which doesn't is Viking.
