If you want to go by just 360 games then probably Call of Duty World at War or Call of Duty 4. Almost ironic. Come to think of it the only ending of all the 360 games that I really found impressive were for the Call of Duty games and Lost Odyssey.
If by all games in general then I'd probably go with Metal Gear Solid 3.
Sticking with 360 games, defiantly Fable ll, because unlike other games theres still much to do when your done. But over all the best ending was KINGDOM HEARTS (the first one) a beautiful ending to a beautiful story.

i agree kingdom hearts had an amazing ending...also the legend of Zelda. but for 360 i wld have to say...Faloout 3 was good...COD4 and COD:WaW, and GOW1 they were all pretty good...im workin on lost oddysey now so ill c wen i beat tht
we talking about all time - all time or just xbox 360 all time? if thats the case i dont know what to say except give you answers for both. all time i would have to go with SHENMUE. yes thats right. just knowing that you finally get to go to Hong Kong and knowing that there will be a next game to continue the story created so much anticipation. im so upset they scrapped 3. for the 360, im going to go with bioshock. actually i dont even know. haha i dont know.. too many games to say. and i dont want to say something everyone already said. cod was pretty epic tho...
O_o Really? I was sorta let down by that ending...XD Albeit it DID leave it open to a sequel pretty well by letting you choose who would lead at the end. Anyways, my favorite ending, I dunno...Final Fantasy 7:Crisis Core had a really good ending(but I wish it didn't end that way, stupid Cloud being poisoned...IT'S ALL HIS FAULT EVEN THOUGH IT ISN'T!), and I liked CoD:World At War's ending(That epic old Reznov...=D), those are prolly my two favorite endings. =P
....on X360? ...hmm...I have to be honest most X360 game ending suck, just IMO but seriously...Probably CoD...in game ending Oblivion and Fallout 3 are about the best, Oblivion being one of the first games on X360 showed us a decent ending with dragon battling giant daedra lord, and Fallout 3 had Liberty prime a giant robot that shoots laser beams from his eyes, throws nukes from his back and curses Chinese communists...that was highly impressive when I first saw it.
I'd have to go with MGS4 because of the awsome epic fight and the cool ending, and KOTOR because when u find out your the dark lord the whole time, it sends chills down your spine :)

Knights of the Old Republic 1 or 2, or Call of Duty 4(Perfect cinematic and exactly how a director would do it for a live action film). For 360 games, agreed.
HALO 2! Haha, no but seriously, probably Bioshock, for me. I really liked that ending for some reason. I mean the entire ending, not just the last cinematic.
Rainbow Six Vegas 1, because it left you sayin "wtf". Fallout 3, just because i really didnt see an ending coming. The Suffering, Cod 4, and KOTOR1, just because of the HUGE twist i did not see coming.
lets go back in time a little and i would say MGS 3, with the boss dying, splinter cell 4 was cool too when you tied up the loose ends out in the NY harbor, and final fantasy 8 is really underrated
If you have ever seen the ending of Star Ocean: Till the end of time, you will remember it is so amazingly random and weird and crappy that it will forever stay with you as the greatest and most awesome epic fail ever.
