Saints Row and Crackdown are probably the two most similar to Dead Rising, but without zombies. Saints Row is a lot liek the GTA games. But there is more to do if you dont want to follow the story mode. Crackdown allows you to roam around and upgrade your character but it is kinda lame after you have beat the game and got your character to the max level. Personally I liek Saints Row more than Crackdown but either is worth checking out.
