If I were to be forced to change my gamertag due to filed complaints, would I be able to obtain the same gamertag again after mandatorily changing it to a new one?

Is a gamertag that experiences the requirement to be changed, either due to filed complaints or Microsoft themselves, then is the gamertag considered "banned"? Hmm, I don't know.
hes not talking about the account being banned. He's asking if your XBL name is banned from further use. If your profile says terms of use whatever on comments and bio..then i think your name is still goodSolid-CELLYup; this is essentially what I want to know. To further explain: as you all know, a gamertag could be subject to a forced change, for various reasons: usually because someone creates an inappropriate gamertag, or because a significant number of complaints are filed against the gamertag. So what I want to know is: when this gamertag has to be changed, could the same person (or perhaps even another person) use the gamertag again? Or is it somehow flagged, and restricted from any further use?
As far as I know when you are requred to change your gamertag(and Microsoft gives you a free gamertag change), it stays like that forever. I know some poeple who abused this. They sent a message to everyone on the friend list to report them to microsoft and sooner or later they would get a free gamertag change. But I dont know If you can change it back later by paying 800 MSP, I dont know if they blackist it or not.
