Are "banned" Xbox LIVE gamertags reusable?

If I were to be forced to change my gamertag due to filed complaints, would I be able to obtain the same gamertag again after mandatorily changing it to a new one?

hes not talking about the account being banned. He's asking if your XBL name is banned from further use. If your profile says terms of use whatever on comments and bio..then i think your name is still goodSolid-CELL

As far as I know when you are requred to change your gamertag(and Microsoft gives you a free gamertag change), it stays like that forever. I know some poeple who abused this. They sent a message to everyone on the friend list to report them to microsoft and sooner or later they would get a free gamertag change. But I dont know If you can change it back later by paying 800 MSP, I dont know if they blackist it or not.
