I laugh at your choice, TC. The lighting effects were pretty decent, and that was just about it.

I thought Bioshock's graphics were insanely beautiful, and artistically, i love the looks of GTA IV's Liberty City. It looks so realistic.
Sounds weird but the grappics in Test Drive Unlimited were actually reall nice, especially since it was set in Hawaii!
But......... hmm lemme think....GTA IV of course!
Hey what about gears of war... It was a different style of graphics, but they were actually really cool!

Apparently you haven't really examined Call of Juarez on 1080p. It looks rediculously beautiful. The texture work is perfect. There isn't one blurry pixel on any object. Everything is excruciatingly detailed. Vegetation looks nearly photorealistic.

Oh no, I have. that's what i play all my games on. And even on that, the visuals looked nothing but generic.
but whatev, opinions, opinions.
Mass Effect has the most cinematic visuals. Close-up textures, especially of the aliens, almost look real. Too bad other technical problems marred an awesome game.
Bioshock has beautiful, immersive environments with great lighting and overall ambience, but the semi-cartoony look of the people in the game brings it down slightly from perfection.
Call of Duty 4 is incredibly realistic. One crawl through the grass on All Ghillied Up really made me feel like I was on my belly crawling through a field with an army of soldiers marching inches past me.
Assassin's Creed is the most detailed and realistic. An incredible technological achievement.
That said - I refuse to choose just one! They're all great in their own ways.
There are a lot of good looking games on the 360 and I think it all comes down to what you define as good. I personally think that some of the best looking games for 360 were:
Lost Odyssey is particuarly beautiful in my opinion... and Eternal Sonata has some wonderful artistic design...
However, if you're looking for raw graphical power that is simply awe inspiring... I would have to go with Assassin's Creed. (though there are way too few character models...)
Mass Effect is also amazing... if only it didn't have so many technical hiccups, rendering problems, framerate issues... ect... Cutscenes are top notch though. It could have done with a bit more content... not just planet ports, but maybe alien cities, rural districts... like some areas of KotoR.
