The best looking games on 360 are Crysis 2, Gears of War 3, Battlefield 3, and Rage. Exclusive wise Gears 3 is the best looking all the rest are mulitplats.
Every game has parts that look amazing and parts that look like crap. I can't really say I have a favorite for best looking game, but Gears 3 and Rage do come to mind at certain parts. Even Skyrim has some amazing looking scenes, even though a lot of people consider it sub-par looking.
pure graphics wise would have to be Forza 4, if only they put the same effort into making those driving games fun as they do into the making them look better then real life

I'm a car lover so I find Forza perfectly fun. The fun is in the thrill of driving a very fast car around a track set amongst breath taking scenery, and being able to recklessly slide it around the corners and crash it, not having to worry about paying for the damage afterwards! I for one don't see why the hell people find CoD or Gears of War fun - but that's because I'm not into that kind of game. DiRT 3 has to be a contender for best graphics as well. I also think Rayman Origins deserves a say as well for being the most beautiful 2D game ever made.
Forza cheats a bit in the graphics department though. The stunning back drops are pretty much just photos so they don't take up much computer power. The trees are also just flat pictures which you don't notice because you can't "walk" up to them as they are off the track. It does look good but they do have an advantage over other games that can't get away with that.
