I said Halo 3 because of the amount of stuff you can do on it.
The campaign wasn't the best there has been but it really shines online and in forge.

But I could only narrow mine down to three games, Oblivion, Gears of War and Crackdown (nothing like picking up a big rig and chucking it at a crowd of civilians) :P
Out of those 5 Assassin's Creed is the only one I liked.
I haven't played Halo 3, Oblivion was a disappointment of a sequel, Gears just wasn't fun either online or single player. COD4 was good, but the online side didn't get me hooked like it did for some many others.
I'd much rather be playing Crackdown, PGR4, Mass Effect or Assassin's Creed than one of the mega-hyped shooters.
Assassin's Creed is great but it doesn't deserve to be on here.
Gears of War is an amazing legendary game but I couldn't vote for it for these reasons: Linear and very uninnovative story, and the fact that it doesn't have much (by that I mean limited weapons, short story, and not enough maps+strategy options) but what it does have is nothing short of perfection.
I was reaaally torn between Halo 3 and Oblivion but at the end I went with Halo because of the amazing multiplayer. Single player campaign gameplay could have been much better but the story kept me interested and it really tied up all the loose ends.
None of these are the best Xbox 360 games for me however. My favorite is Bioshock, followed closely by Mass Effect and Grand Theft Auto 4.
