Oh god it's the Orange Box hands down- a whole bunch of really fun, really intuitive and really memorable games, vs a game that was hyped to be one of the singlemost impressive singleplayer stories ever told, but wound up being a pathetic sardine instead of a salmon dinner.
Get the Orange Box, it'll remind you of why you love gaming.
This is a tough one, but I would give the edge to the OB, particularly comparing HL2 and Bioshock. While both had fantastic stories, there is just something about the way HL2 presents its story that I prefer.
HL2 would throw you bits and pieces and let you fill in the holes a little. Also, the pacing in HL2 feels just right. HL2 sticks out for the parts where you are simply taking in a jaw-dropping discovery that relates to the overall story. It was that action/discovery/action formula that drew me into the story.
Oh, yeah, somehow I forgot that the OB comes with Portal also. Dude, the OB is worth buying for Portal alone. It's a very short game, but it's also one of the most ingenius and innovative games I've ever played. Yeah, and Half-Life 2 is really great...10 times better than Bioshock.arachosia$60 for a 2 hour game? It is not worth it for portal alone. :P
Its a personal choice. I personally have not played Orange Box so i cannot compare the two. I will still say a couple things however about bioshock.
Bioshock, while may be relatively short (less than 20 hours), there are 3 possible endings, which requires you playing through 3 times to see them all. Bioshock is also graphically stunning, and very fun, with lots of different ways to fight.
If you arent leaning either way, may i suggest renting each and playing through the first levels, then seeing which you like better.

Bioshock looks good, I'll grant, but underneath it suffers from that Veneral Disease that is its combat system and the supposed 'freedom' of storyline only seems to lean two ways, and if you've played any videogame out there with a moral system, it's only two real ways (Dispite the extra ending.)- Good or Evil, not to give anything away, since the whole game shows you that that's the way it's going to be anyways.
OB on the other hand may be schizofrenic thanks to its multiple game structure, but it has two of the most well crafted and original titles in the history of this generation of gaming. TF2, which is one of the most compelling Multiplayer games of all time, if a little frustrating at times and the Storyline based love affair that is Portal.
Bio is longer than Portal, but has little replay value- Portal will be played again if only for hearing the storyline again. TF2 on the other hand is infinitely replayable thanks to its online content and Multiplayer gaming very rarely stagnating.
That's my main case for OB anyways, Bio is a marmite game; you either love it or hate it. OB has something for everyone, and has five solid games, granted only three of which you'll play, but it'll be a joyous three.
I'd suggest renting both before you buy, that's a good idea to see where you stand on these games.
Here is my two cents...
I have played Bioshock nearly 60 times from beginning to end...and im not lying...seriously.. So if you have any issues whether it has no replay value..every time i have played it, i have encountered something different. Seriously, Bioshock is a deep game on so many levels...
Now i have never played the orange box, so my judgement for that game cannot be credited...
But if you are looking for a compelling game with an awesome storyline, awesome gameplay and a beautiful world..then Bioshock won't upset you...
