If you go over build bait and press Y for info it tells you what sages you need to make it. Once you get those you go and press build bait in your inventory and it will make one. You'll need to build bait for a later mission but i'm not going to spoil it for you if you haven't gotten there.

Yeah I finished it. umm when you hover over it what does it say? I would go and play it to see but my friend has my game right now.
