I would have to say no because online mutiplayer is what really makes this game, although the single player is VERY good its also short but still its your call.
it a good single player and u can get 1000 gamerscore from it soooooo yes i like it but i have live. otherwise just get the orange box because it has 2 major single player games(Half life and portal.)
I dont have live and i have COD4 and its never been a problem for me. I love the game so i think u should get it. I spent atleast 25 - 30 hours playing it since i got it and the only reason im not playing it at the moment is cus im playing another game i just got. If it looks good to u and u think u will enjoy it then buy it.
While multiplayer on Live is awesome, I would say to go ahead and get it even though you don't have Live. The single players is a lot of fun, but short.
