People ask this question far too much -_- There about equal it depends on what you want to play modern warfare or world war 2 I prefer COD4 me and COD:WaW never really clicked.
It depends on what factors you're looking at. To me, I think both are at par. However, CoD4 had a short campaign, WaW enemy AI was poorly designed (frag fest anyone?). As for the MP...I don't know.

If you are unsure of what game to get, I would get the game with the preferred war setting. Personally, I liked COD4 more. The campaign was short, but excellent and the multiplayer is awesome. It has very little lag, great replaybility, and a fairly easy learning curve(for an FPS). I haven't had much experience with the COD WAW single player campaign, but the multiplayer is quite good as well. I prefer a modern setting, weapons, maps over the World War 2 setting, though they are both good games.
IMO World at War is way better than Cod4, huge maps better graphics less lucky nade kills and you always know where your clan is on the radar that being said WW2 setting has been played out and played out and played out and played out and played out and played out . Treyarch Should have made it modern and the game would have been perfect. IMO
Two choices here, if you aren't one of the people who have been abused by the constant stream of World War II than get world at war, its superior in almost everything but uniqueness. If you are like me and are almost to the point of physical sickness while playing another WWII game, than this isn't for you and MW will be the oasis in your desert.
Moderm Warefare. It was one of the best COD games I have ever played, thanks to the new modern war setting that felt refreshing after playing so many WW2 shooters.
WaW is far superior, better details, gore, bigger maps, longer story, tanks, and 65 ranks. As well as a 10th prestige icon that actually looks cool! They also have double experience weekends every month and their already putting out another map pack. Almost forgot, Nazi Zombies craps all over COD4's Arcade Mode.
Modern Warfare 2 is coming out this fall.........just get WaW because it's a different setting, thus once you get Modern Warfare 2 that WaW copy won't become a dead game for you.
Prefer for Multiplayer and Co-Op Of WAW... But if they had the same Multiplayer/Co-op Stuff But In Modern times... It would be awesome...( Guys At InfinityWard? Listen Up!?CODMW2 Ideas!!!)
I've played CoD4 to the point where it makes me sick, but I continue to play it because it is that addictive. I've played Cod: WAW multiplayer a few times at my cousin's house, it is incredibly fun. I might buy it when my xbox xomes back.
i love both of the games and think they're great, but it depends on what you would want to play online, cod4 is much better if your going to play search and destroy. another thing to think about is the tanks in WaW, those will really piss you off, at least they do to me
Modern Warfare was a fresh way for the FSP while WW2 was getting kind of old. Modern Warfare is still the best I.O.M but World atWar is still very good.
