Technically speaking, I believe that they could. If you remember, some games from the first Xbox could be played on the 360 but his was with updates. This is very costly because you have to have programmer make these updates. MS let let alone any other company are not going to invest in making old games work on their new system. Besides, publishers will have a fit if they tried. They like getting money from Wii virtual console and PS Now. I did read that MS are trying to do something like PS Now but we may not see anything like that until next year.
I"m not the most tech savvy person, but I'm certain that MS can update its' console with an emulator. Unfortunately, I doubt that it will happen. It has been said before: the console's architecture is just too different. It would take too much time and money to get most of the games working properly.
A software update may be possible for Xbox one to be backwards compatible with original Xbox games. Since Microsoft is using the same chip maker for Xbox one that provided the chip for the original Xbox. So a software update may be all MS need to provide B/C but only for original Xbox games.
To provide B/C for Xbox 360 MS would have to translate each Xbox 360 game individually for it to work on Xbox one. Since the chip maker for Xbox 360 is different from Xbox one. So a software emulator released by an update would not work.
Since Microsoft is working on it's own videogame streaming service Xbox 360 games will be ported to this service as well as original Xbox games and possible maybe games that run on windows. This would be a streaming game service that MS could put Minecraft on surface tablets and since MS has bought Nokia Smartphones this game streaming service could end up there too.
But I don't expect Xbox 360 games to be coming to Xbox One ever.
Would close the gap quickly with the PS4. Would love to see it, but I know it is not even a remote possibility.
The problem is that it is very intensive running emulations of games. Even tho there games that were backwards compatible, they never ran as good as they did on their native hardware. My PC sometimes struggles to emulate game cube games. Im not saying the xbox one is not fast enough to emulate 360 games or even xbox games. It can definitely be done, but i don't want to play it if its laggy.
The PS4 doesn't have backwards compatibility either. I can almost guarantee Microsoft will do a streaming service as they already have all the infrastructure and can offer it cheaper. Whether people will like it with the latency is a different issue.
