I can go 115% Chameleon and nothing can detect me, even when I'm not in sneak mode. It's pretty sweet when you can steal something from right in front of someone when not in sneak mode and they don't notice you. Are you sure that your exactly at 100 % or are you maybe 99%?
I saw your earlier post and you said you made it a spell. I get mine from a combination of rings, a necklace, and an enchantedglass cuirass. Are you sure that your spell isn't for invisibility because that will stop working if you interact with anything (for example: doors, containers, and people).

How do you get 115% And yes i am sure its not invisibilty and 100% chameleon I have two rings, a necklace and an enchanted glass cuirass that when they're all worn produce 115%. The extra 15% doesn't really matter but if you have at least 100% you should be able to attack someone when not in sneak mode and they'll draw their weapon and put it away and say something like, "It must have been the wind," or something similar. If you have 100% I don't see any reason that you wouldn't be undetectable. What's your sneak skill? It might be related to that, mines 100.
My sneak is 77. You said with 100 CHA. I can attack someone and they wont do anything? When I attack I end up getting gang raped by citizens, guards and battlemages...

They'll know that they got attacked but they won't know you did it or that your there. I've found that randomly a Lich and some other magical creatures will be able to detect me when I attack them but that's a rare occurence. They might have a simple Life Detect or something.
If you attack a guard do they detect you because those are the ones who can always detect me right now... Also by any chance do you know how to remove quest items that cant be removed because I am completing quest and the quest items are still there.

I've only ever attacked a guard with my real armor on and that's when I intend to slaughter the whole city for fun. I've got my skills and stuff maxed so my character just plows through most enemies like a hot knife through butter. I've never attacked a guard with all my chameleon stuff on so I wouldn't be able to confirm this. Try it on a marauder or another similar enemy. In response to your other question, You can't remove quest items, but luckily most quest items are weightless so it's not really that big of a deal.

Sorry, I can't help you there. The only potion I use is Strong Potion of Healing and I got over 200 of those from Boethia's Daedric Quest,already had quite a few, and I continue to get them from killed enemies. I'm not really an Alchemy kinda guy, I'm mainly a kill the other guy till he can't be killed anymore, straight up combat person.
