Clearing cache isnt working

I was under the impression that clearing the cache would remove all game update data and title updates, Everytime i use it and go back into the memory all the title updates are still there, Black ops, sky player, zume player etc etc all the title updates are still there, It deletes collin mcrae dirt 3 update but thats it?

some games updates cant be deleted, like the new fallout games updates, they do it to stop people from using exploits when offline.
