4 can be in the map but if you kill one another one will spawn and it will just keep going like that until the time limit of the killstreak

no, I've seen more than 4 on the map at one time, I would say 6 to 8 at any givin time but yea, when they get killed another one spawns and that continues for 60 seconds.
