Crackdown- Best Weapons

My three favorite discovered weapons in Crackdown so far are: 

1. Harington Machine Gun

2, Grenadier/ Rocket Launcher

I always carry around the Harington but Im confused about my second weapon.  The Grenadier holds more ammo and is better for attacking groups of thugs.  The rocket launcher is better for destroying vehicles, bosses and is overall stronger.  I have both of these weapons stored in supply points but im in progress of attacking Volk bosses which all have strong guards.  Does anybody know which is better for countering the Volk thugs?

yea cluster grenade's at 4 stars is the sh**. only problem is i end up killing civilians because the explosion is so big lol
