Do I have the right to file complaint teamkillers?

I was playin' Cod4 for the first time in a year today and it's ridiculous how often some douche picks up an RPG and takes down the whole team in Hardcore Search & Destroy. I always try to be cool with it, lighten up a cigarette or something but it would be cool if I could get 'em banned from XBL. So... is it ok if I file a complaint or should I just ragequit?

You can file as many complaints as you want. It doesn't mean anyone at Microsoft will take you seriously.
