The new Xbox live experience goes WORLDWIDE november 19th if thats what your asking.
As a canadian gamer however, i honestly dont care about any of that stuff. i bought my xbox for one reason, to play games on xbox live. if i want a movie i'll rent it from a store or something, if i want to listen to music i go on my computer. but thats just my opinion. sure its cool to have that stuff, but i think it isnt necessary.

Did you even read the post or just the title?
We wont get everything the States gets because we have different laws on copyright infringement and stuff. Thats probably the main reason Netflix hasn't expanded up here. The movie studio's hate Canada because the piracy laws are so loose. That's probably why the movie's available on XBL are so different to the American's.

When you mean worldwide, does this mean I can finally set my locale to my own country? Since if i recall right only a handfull of countrys are available when you make your gamertag (last time i checkeD)

The Canadian Content laws don't inhibit XBox Live, as XBox Live isn't a radio or television broadcaster. Unless there has been some specific legal debate over the Canadian Content laws applying to XBox Live that I am utterly unaware of (and there may very well be, as I don't follow such subject matter regularly), there's absolutely no reason why they would somehow influence the content of an online service, which is all that XBox Live is. That being said, unless you have some rebuttal, I would suggest avoiding making empty claims like this. Thank you.
As for the content available to me on XBox Live, I couldn't care less. So long as it reliably connects to the internet so that I can play games online, I'm good to go.
I personally think the whole movies and TV shows are a waste of time and money.
You can rent movies over Live, big deal, I have a lovefilm account.
You can buy TV shows over Live - It would be cheaper to buy the box sets.
You have to pay to download music videos.
I use live to play games online, not to buy over priced movies.
The real answer to why Canada doesn't have as much content is Canadian copyright laws. The same thing has happened with iTunes. US has way more movies and shows on iTunes. The companies (Apple and MS) are working on getting more content, but it takes longer to get it in Canada.

It takes time to license content. We've been getting the movies, albeit slower than the States. The problem with TV shows is that they are distributed by entirely different networks here in Canada, so to distribute them through Live you would need a licensing deal with the Canadian networks too. Microsoft has to evaluate how much value is in a Canadian licensing deal, it might not be worthwhile to them. Copyright laws are a non-issue because the content in question is locked to the 360.
We will get most of the NXE features. Obviously Netflix support is impossible and I am curious about Primetime. Generally you have to be patient with these things.
