You know, Iran and Russia are at the same side and NIKO is originally Russian. To prevent Iran to become more dangerous to the world, Rockstar can't insult it directly but it can do it by introducing the protagonist as a Russian which is an ally of Iran, what do you think? Don't you think it's a political game?
Well you actually play as Niko in the game so you will be on his side, so I don't see how this would be an insult.
Also, your theory that they made Niko look like Iran's president (he doesn't actually look like him) and made him from Russia, which is an ally of Iran (it's not really an ally of Iran), is a serious stretch.
Why wouldn't they just make him from Iran - why would they make him from a country that is supposedly an ally of Russia?
You say that Rockstar can't make fun of Iran - why not?
I think Niko was personally responsible for holding Americans hostage in Tehran for 444 days. Niko Bellic must die. And I personally plan on killing him just as soon as GTA IV is released.
