Downloading content again after transfer.

I'm getting a new console so transferring my license to the new one.

Can I just select redownload to have my content work on the new Xbox offline or do I need to delete it then redownload it?

Each time I got a refurbished xbox from M$, because I sent mine in to get fixed, I had to delete everything first and redownload it in order for my stuff to work offline. I tried just redownloading it, but it never worked. This past november I got a newer xbox, and did the transfer license, I just deleted my stuff and took the time to redownload everything from my download/purchase history, just to make sure my stuff worked offline. My stuff works offline.
