So just run around the wilderness and come up to any bandit camps you see. Better yet, just do some quests and you'll eventually have a full set. You probably can't get dwarven armour from shop vendors at this point.

It took me about 2.5 weeks before I finally scrounged up my first set of daedric armor.
Are you sleeping to level up? You have to find a bed and sleep to increase level, otherwise you'll be a level 1 forever! Once your level 6 you should run into some bandits or vampires wearing it. It won't start show up till your at least Level 5, so don't bother looking till then.
To anyone reading this who somehow didn't already know: This might spoil the game for you, but everything in Oblivion is scaled. That is, monsters and items appear according to your level. It is impossible to get the best items at low levels.

Agreed, you pulled one hell of a necro job finding this fossil. Some threads are best left in the graveyard my friend. I am actually wondering if you didn't just revive an old accounts post.Raise your level to 15 or 20 and then find some bandits at a camp, they usually were Elvin and DwarvenFalenArchAngel
Bandits wear light armor, which includes Elven, but not Dwarven armor. Marauders and (some) vampires wear heavy armor. Immediately north of the Imperial city is a ruin called Sercen. You can kill Marauders there for Heavy Armor. Alternatively, east of the Imperial city along the beach is Memorial Cave, full of vampires.
