Error Code: 8000700e8 anyone know what this is?

Trying to download the compatibility pack for Borderlands: The Pre-Sequel but it comes up with this error code. the Xbox error code help doesn't have a listing for it and Google came up with only two results from other forums with no other posts other then the topic starter.

It means that you can't download anything, the service is f*d up. I 've been trying to download my GOW3 Season Pass for the better part of the week and I'm still waiting.

OK, try clearing your system cache 3 times. Select storage, highlight your HDD, press Y, highlight clear cache and proceed, I did it right now and it worked.
