It is cheap. But DO NOT read reviews. Most got cought up in the hype and rated it low. (Me as a example...) Ether way, it was fun for when I played it.
While the stories won't rely on you knowing what happened in Fable 1, I am sure there will be plenty of references to it.
You can pick up Fable or Fable The Lost Chapters cheaply now and it is backwards compatible. Its worth giving it a go before Fable 2 comes out, and you should have more than enough time to finish it.
Just like the developers said, you don't need to play Fable 1 in order to understand what is going on in Fable 2 because they've made the time frames largely apart.
However, Fabl 1 is cheap enough to play on PC and I would recommend you play it. I loved the story and it's very fun game.
