No, it's just Episode I. Even though it doesn't say it (it just says Fable II: Free) the download size is way too small to be the full game, coming in at under 2 GBs.

1.79 GB is pretty small for a full-featured game. But hey it's free, isn't it? Downloading right now. A big thanks to the OP.

yeah, turns out it is just the first episode, but its still a great taste of the game for gamers who havent had the chance to try it out. The full game is 6.59 GB while this episode is about 1.79 GB. I think you can pick up the full game for $20
