Who do I give the Brotherhood of Steel dog tags to? I know it's some lady in the Citadel.

no that ladys just for pre war books, go in the other section, the one thats shaped like a U that has 2 doors that lead into another U shaped hallway. when you first walk in turn right and you in either the first or second door(the join) shes in there or shes sleeping
