So I just leveled up to 20, and I don't have broken steal, and I don't plan on getting it any time soon, so I have the choice of getting Explorer, Grim Reapers Sprint, or Solar Powered. A couple other's I haven't gotten are Mysterious Stranger and Mister Sandman. Any advice?

I'd go with explorer if your character is already very powerful.

Grim Reaper I feal is the best. Or Explorer if you want to know where everything is. But grim is great for combat.

If u use vats a lot you want to take grim reapers sprint for sure, its a top 3 useful perk for vats oriented characters... The other level 20 perks arent anything special, Explorer its cool since it can make you go explore far regions of the map but all in all you could just search for a map online or just go exploring and discover it for yourself... Of the other perks you mentioned I usually dont pick either of those, mister sandman is only useful for roleplaying purposes (ie. playing an assassin) and Mysterious Stranger can of course be useful, specially when he appears when you got a Behemot on your tail on very hard but the only time I chosed it feltsomewhat intrusive for me..

Grim Reaper's Sprint. It's extremely useful in combat unlike the others. Just get Broken Steel later and get the Explorer perk down the road.

grim reapers sprint is the most useful, solar powered is pretty much completely useless,explorer...well this one is up to you,i can easily just find locations by myself.Mysterious stranger can be really funny at times, mister sandman was a must for me because i mostly play on my sneak character.so you should probaly get grim reaper's sprint...it'll make you invinceable.

I got explorer my first time to level 20, its a good perk because you see just how many places you still have to visit, and it makes finding unmarked locations and quest easier to find.

Grim Reaper's Sprint OR Ninja (if you meet the requirements). Mr. Sandman isn't necessary. Killing a sleeping character is easy and the extra EXP isn't worth wasting a perk on, not that you'd need EXP now that you're lvl 20. Mysterious Stranger may or may not help, but Grim Reaper's Sprint should take care of most of your VATS needs and if you're this far in, you should have good weapons to suffice. Explorer can be replaced by looking up a map on the internet. Solar Powered, again, isn't necessary. It has no effect indoors, you should have a buttload of stimpacks to fix the HP situation, and the strength bonus isn't really needed if you have Toughness (unless you want melee damage, though you can leave it to Ant Might and the Strength Bobblehead to take care of Str.)

Grim reapers sprint, no discussion, explorer is useless thanks to this little thing called the internet, Solar powered only works when outdoors, at day and when there are no clouds above.

Grim Reapers Sprint hands down. I never chose Solar Powered, because it seems to be useless, and Explorer? You can look up the map online. Lifes so easy; thank the internet :P
