I'm trying to do the Trouble on The Homefront quest, but I can't get the signal. I only get the signal when I am inside Vault 101, but since of the radio can't get inside the Vault Entrance, I don't hear anything! When I go outside it says the signal has been lost. Also, can you get the medicine bobblehead once you are back in there?
may be a glitch so reload i guess or just go into the vault and do the quest and i beleive you are able to get the bobble head the second time around but im not completely sure
It sounds like you just began the game the quest doesnt unlock until later and its called emergency something i believe so its gonna be awhile. The PA system is the vault music that you get when your inside the vault so keep playing and sooner or later when you go back youll get the transmission

He's right you can't start it until after The Waters of Life quest.
you need to do waters of life first. you can get the medicine bobblehead when you go back in, if i remember correctly it is in the room when you reunite with your friend (I cant remember the name)
