There might be a guy on the top floor of a ruined building further in to town you need totake care ofto get a key. If I remember right. It's been a while.
Have you downloaded Broken Steel yet? If it's the same house I'm thinking of I'm pretty sure it has to do with the DLC. There should be a guy outside of the house with the key or if your lockpicking skill is high enough you can pick it.

It does need a key. You can't pick the lock at all. I do have Broken Steel. Anything interesting in there?

Yes, there should be a guy sweeping outside that you talk to, to get the key. This place is quest related though... you get the quest from the scribe at the jefferson memorial assuming you finished the main quest of the original game...
Well I do remember picking the lock first because it wasn't until after I came out that I killed him to find the key on his body. My lockpick skill is at 100 so maybe that's why.
