i was wondering if anyone who has paid to change thier gamertag had to lose all thier gamerscore and achievement points because of the name change, i was thinking about changing mine and i was willing to change it only if i will keep my achievements and gamerscore, so basically does it rollover to the new name or what?

No, changing it lets you keep all that stuff. Otherwise, why would anyone do it?

The only problems that arise are with 3rd party sites like mygamercard.net. They don't transfer your old account stuff. But that's minute.

I'm pretty sure mygamercard.net transfers your stuff if you ask them to, though.

Not according to their FAQ. They did for a bit, but were getting trampled with requests. I don't really care about it, but some people might.
