Ok, so If I'm reading this right then what you want to do is take your current gamertag which we will call (AmazingMan) and you want to make a new gamertag but still want the name (AmazingMan). So you change your original gamer tag from (AmazingMan) to (SuperBob) and then since the name (AmazingMan) is now free you use that as the name for your new gamertag. Doing this you would have no achievements on the new gamertag because all you did was use a name that is now free to use because you changed your old gamertag to a different name.
Edit - Just out of interest, why do you want to start over?

That is exactly what I am asking! I mostly want to do this because when I first started playing xbox a few months ago i didn't really know about the record of games I had on my Tag, I rented a ton of games so I have like 50 of them with next to nothing in points. I would rather have a new tag with the actual games I am playing and bought on it. plus there are several games like Dead Rising that were made fun my the achievements which made you play the game in a total different way, but once it has been unlocked I kinda looses its charm unless it was erased again.
