This might just be you, make sure you net connection is not being over used by anyone else, and make sure you NAT is open, not restricted or moderate because this can cause this problem (especially restricted). Though I on occasion have this issue on open (like twice since release but still) just stick around in the match and people may drop in (unless your nat is indeed strict)
seeing a lot of posts on different forums about this starting last night and now today.... looks like there is an issue brewing with the MM system to me.
well i am having similar problems too. game searches for 10 mins then puts me up against bots and if i am lucky 2-3 other players.

im guessing there are MM system problems brewing.... the MM was fine with gears 2 for like the first week or two, then it went completely to hell and never worked right again. im guessing it is server overload. there are like 100K people playing gears every night. that is a lot for the dedicated servers to handle.
The problem is usually nat related i have had any problems myself and usually get into games instantly and maybe a 2 - 3 min wait at most. Also if you play ranked and not quick match it wont start the game until it is filled with human players.

I have too noticed this. Maybe they will patch it.
Mine is fine... well, kind of. Let me explain. On Multiplayer itself it is fine. But then again, I started ALWAYS going in to Quick Match (I don't see any point for Ranked match, as Quick always does the exact same thing), and I always get in to a game in less than 20 seconds. But with Horde mode, it can take a while sometimes... and with Beast mode... it takes a VERY long time! I even gave up searching for a game, the other day, as it just wasn't connecting. But yeah, I only have that problem with Horde and Beast mode. Maybe give it a few weeks and they might fix it :). But I am unsure why Multiplayer isn't working properly for you, as it works fine for me. :)
Cliffy B did mention there was issues with the servers - could have something to do with it, also Xbox were having problems yesterday - don't know if it stemmed to online play
