I've heard nothing regarding this so I'm unsure. My gut instinct would be yes - it certainly would work fine (without any updated code etc) so long as GH 3 keeps certain things the same as the previous game such as formats and file names etc. I would imagine that if the code is changed to the extent that you cannot play GH 2 download packs on GH 3 then a patch would be realised later, allowing you to do so.
